As a human, Vigo was a medieval tyrant and sorcerer. When his serfs finally captured him for execution, he said, “Death is but a door. Time is but a window. I’ll be back.” (side note: While the Terminator said, “I’ll be back” in his 1984 movie and Ghostbusters II came after that, since Vigo said it in 1610, it’s his phrase). Cut to 1989: Vigo possesses a painting of himself (see above) and uses slime to channel people’s negative emotions into raising an army of angry spirits. Then, he was going to do a Voldemort-style baby possession. Of course, The Ghostbusters stop this, because the movie is named after them.

Dr. Hannibal Lecter   (The Silence of the Lambs)

Weapons: Cannibalism & Manipulation

Dr. Lecter has been in four suspense novels by Thomas Harris, four movie adaptations, and now his own television series, enabling him to murder an unknowable amount of people. In 2003, Dr. Lecter was honored to be named by the American Film Institute as the number one movie villain.
